Humanitarian and Compassionate Applications
A Humanitarian and Compassionate (H&C) application allows certain foreign nationals in Canada to request permanent residence based on exceptional humanitarian circumstances and exemptions from certain immigration requirements.
H&C is a discretionary measure. It is not a regular permanent residence program and approval is not guaranteed.
Humanitarian and Compassionate Factors
Depending on the circumstances, IRCC may consider factors such as:
- Establishment in Canada
- Best interests of children directly affected
- Family relationships and separation
- Hardship
- Health or vulnerability
- Family violence
- Relevant conditions in the country of origin
- Other compelling humanitarian circumstances

Current H&C Processing Times
Applicants should understand that H&C processing is currently extremely long.
IRCC has reported that the Humanitarian and Compassionate baseline processing time is more than 10 years, and the H&C and Other category does not have a service standard.
Processing times can change and individual applications may vary.

An H&C application also does not itself provide temporary resident status or automatically stop removal from Canada.
