Canada has long been a beacon for immigrants seeking new opportunities and a high quality of life. However, recent policy in the last two years have led to even more uncertainties that ever before. 2025 has opened it’s doors with even more! At Tabula Rasa Immigration Services, we are trying our best to summarize these changes and update you as often as possible. Here’s an overview of the key changes for 2025 thus far.
Reduction in Permanent Resident Admissions
In response to concerns about housing affordability and infrastructure strain, the Canadian government has revised its immigration targets. The number of new permanent residents will decrease from 485,000 in 2024 to:
-
2025: 395,000
-
2026: 380,000
-
2027: 365,000
This 21% reduction aims to balance economic growth with sustainable development.
Impact on Temporary Residents
The government also plans to reduce the number of temporary residents, including international students and temporary foreign workers, to 673,650 in 2025, This measure addresses public sentiment that Canada may be accommodating too many immigrants, which has implications for housing and social services.
Changes to Post Graduate Work Permit Program (PGWP)
Canada’s Post-Graduation Work Permit (PGWP) program has undergone significant changes in 2025, affecting eligibility criteria for international students. These updates are important for those planning to study and work in Canada and rolled over from December 17, 2024. Immigration, Refugees and Citizenship Canada (IRCC) has broadened the list of programs eligible for the PGWP.
Note that these requirements do not apply to university bachelor’s, master’s, or doctoral programs.
Provincial Measures: Québec’s Moratorium
Québec has announced a moratorium until June 30, 2025, on two popular permanent immigration programs:
-
Regular Skilled Worker Program: This program facilitated the settlement of over 25,000 individuals in 2023.
-
Graduate Stream of the Québec Experience Program (PEQ): A fast-track pathway for international students, now temporarily suspended.
These measures aim to manage the province’s capacity to accommodate newcomers, particularly concerning housing and social services.
Home Care Worker Immigration Pilots (HCWP)
On March 31, 2025, Canada will launch the Home Care Worker Immigration Pilots (HCWP), introducing significant changes to the immigration pathways for home care workers. These pilots aim to streamline the process for caregivers seeking permanent residency (PR) in Canada.
Key Features of the HCWP:
-
Two-Stream System:
-
Workers in Canada Stream: Opening on March 31, 2025, this stream caters to caregivers already residing and working in Canada.
-
Applicants Not Working in Canada Stream: This stream will open later in 2025 for caregivers outside Canada.
-
Enhanced Border Security and Immigration Enforcement
In response to external pressures, Canada has pledged to bolster border security and tighten immigration restrictions. The plan includes increased surveillance and a joint strike force to address irregular migration and organized crime
Implications for Prospective Immigrants
These policy changes strengthens the recommendation of the importance of strategic planning for those considering immigration to Canada:
-
Increased Competition: With reduced quotas, the selection process for permanent residency becomes more competitive.
-
Program Eligibility: Prospective immigrants should carefully assess which immigration programs align with their qualifications and experience.
-
Alternative Pathways: Exploring provincial nominee programs (PNPs) or employer-sponsored visas may provide viable alternatives.
